In order to take the characteristics of national framework conditions into account National Labelling Bodies can write National Annexes. National Annexes contain regulations that deviate from the standard labelling requirements, i.e. national default values which overwrite the standard default values. National Annexes can be drafted by National Labelling Baords in countries which have officially endorsed the scheme and need to be approved by the European Labelling Board. Schemes in countries with such an annex must not be labelled according to the standard rules (=tier 1 labelling) anymore but must be labelled according to the regulations in the respective national annex (=tier 2 labelling).
